Job Description:

BioNJ, the trade association for the biotechnology industry in New Jersey, seeks an experienced State and federal government relations professional to join its Team. Reporting directly to the President and CEO, this individual will develop and execute government relations strategy at the State and federal levels.

Leveraging and building on the current BioNJ reputation, the VP, State and Federal Government Relations, will lead the development of specific strategic initiatives to support the legislative and regulatory priorities of the association and the industry.

This individual will be responsible for advancing these initiatives and to work with the Public Policy Committee and the BioNJ Team to ensure that these initiatives are advanced and that public policy priorities are achieved.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following, and other duties may be assigned:
• Develop, coordinate and lead the state and federal public policy efforts
• Work collaboratively with executive team and communications/marketing, contract lobbyist, national BIO and others to ensure that state and federal public policy goals are aligned to meet objectives and most effectively serve the needs of our Member companies
• Analyze and monitor legislation, regulations and political activity relating to issues that may impact the industry
• Develop and maintain high-level relationships with government officials, community leaders, advocacy groups, contract lobbyist, external organizations, and stakeholders to achieve industry goals
• Collaborate with and facilitate advocacy coalitions for specific public policy goals
• Develop as necessary written analyses, testimony and background materials in support of objectives
• Leverage pre-existing relationships as well as facilitate partnerships with additional community-based organizations and coalitions to reach public policy goals
• In partnership with communications team, integrate public relations objectives with the state/federal public policy strategy and identify additional PR opportunities to increase industry awareness
• Managing contract lobbyist and oversee compliance with state and federal laws for lobbyist registration, reporting and political contributions
• Assure timely and accurate actions/responses to legislative and regulatory requests
• Develop relationships with key legislators and their staffs’/committee staffs and regulators
• Manage BioNJ State PAC
• Attend political fundraisers
• Represent association either as a participant or advisor in developing and presenting testimony
• Organize, track and administer state/federal activities including oversight of BioNJ and New Jersey’s participation in BIO’s Day on the Hill
• Develop/maintain the Government Affairs Division budget
• Identify and pursue additional related opportunities to advance industry objectives
• Exemplify BioNJ’s core values in fulfilling these job duties

Qualifications: 

Desired Skills and Experience
Bachelor’s degree required
Minimum 5 years relevant state and federal lobbying experience with legislative and regulatory groups, lobbying, coalitions, testimony, etc. or at a major trade association with direct lobbying experience
• Demonstrated ability to build and sustain relationships with members of the legislature, administration and other government and community leaders
• Established relationships with New Jersey government officials and legislators a plus
• Significant knowledge of state legislative and regulatory systems
• Demonstrated outstanding strategic planning, communication and presentation skills
• Pharmaceutical or healthcare sector experience strongly preferred
• A high level of energy and passion toward patients, science and public health
• Proven teamwork and collaboration skills, with a demonstrated ability to interact and influence all levels of business
• Detail-oriented, self-initiating, well-organized and capable of managing multiple projects simultaneously and independently
• Demonstrated ability to think strategically while executing tactically
• Demonstrated ability to think outside the box and develop innovative solutions
• Strong understanding of the legal and regulatory environment along with demonstrated integrity on the job
• A desire to work in a highly innovative environment aimed at supporting the biotechnology industry in transforming lives with new medicines
